      "As enrolled, 2013 Assembly Bill 40, the 2013-15 Biennial Budget Bill, provides for the dissolution
      of the HIRSP Authority. The bill would terminate all policies on January 1, 2014, or the date the
      health insurance exchange is operational in Wisconsin, whichever is later."

      Again, the budget was written by the governor, passed both houses, and signed by the governor.

        The original budget bill appears to have been presented as Assembly Bill 40 on Feb. 20.  There is no mention of the HIRSP within it (at least when using a standard search for "HIRSP."  The Joint Committee Finance vote to adopt the HIRSP Board of Directors proposal was made on May 15.  Two votes were taken:  one based on Paper 381, Alternative 1, which is the Board Proposal I linked to earlier, and one based on Motion 245, a modification to the Board Proposal.  The majority voted no on the Paper 381 proposal and yes on the Motion 245 modified proposal.  I'm not sure when the text was introduced into the bill, but it must have come after this point.

          and nothing gets in or out of Wisconsin legislature without him wanting it out.  Plus Wisconsin has a line item veto, so if for some reason he wanted HIRSP to remain he could have done it.
