      but if that was mostly the case this year you and I would be voting on SCA5 (Affirmative Action), raising the car tax, making major changes to Prop 13, establishing an oil extraction tax.

      Instead only SCA5 got a vote and even then it went down in flames after Asians more specifically Chinese voters got wind of the idea it could lead to their children being locked out of the UCs and CSUs.

        the ballot.  But I bet if we had national referenda on legislation (not that I support it!), more things would get passed.
