    carbon-negative algal bio-fuels cost competitive with petroleum, we can get our too big to fail oil firms to mass produce those algal bio-fuels and make sure we get the bio-char and fertilizer byproducts from them to distribute through the USDA to our farmers to use the bio-char to hold water and water soluble plant nutrients in the top few inches of their farm fields, to make their use of water and fertilizer more efficient.  
    I am sure that once our too big to fail oil firms are producing enough algal bio-fuels for consumption the United States, they will very much want to make more algal bio-fuels for export.  So the United States can again become an exporter of liquid fuels for transportation.
