    It was called the Carter administration.

    Incentives for people and business to conserve energy use and be more efficient.

    Seed money given for pilot programs and R&D into solar, wind, geothermal, etc.

    This was for environmental reasons but also national security reasons in response to the OPEC oil embargoes of the early 1970's. We had to get off of reliance on foreign oil.

    Of course Saint Ronny shut it all down in 1981 when he took office. Their true god, the free market, would decide energy policy and pick the "winners" and "losers", not the "bureaucrats".

    This is why I've always argued that as we go further and further into the 21st century the better Jimmy Carter is going to look to future generations, while all the other politicians - not so much.

    So I guess if the free market doesn't want sea levels to rise and our coastal port cities to be drowned, they won't be.
