      that article is from Saturday, before the letter from Obama to Congress, and includes this:

      France "will not intervene" militarily in Nigeria because Nigeria "has military forces that are available and efficient," Hollande said during an interview with France 24 that aired late Saturday.
      You might still be right, but nothing I've seen so far indicates that any other non-African country other than the USA is actually sending troops.
