    take the long view it is certainly the SocSec Trust Fund. The Fund could have been invested in the market with security of principle as its primary objective and earned significantly more than it has. However, the biggest issue is how the surplus is treated in the national accounts has masked the size of the annual deficits and people don't realize that at some point a growing portion of the annual federal tax revenues will need to be fund the maturity of the SocSec's Treasury obligations. Those don't show up as federal government expenditures, but they will represent a lot of CASH that can't be spent on other programs.
