    a smarter policy would tie disability payments for the mentally ill to drug tests, life-skills classes, and mandatory therapy, even medication if prescribed. the mentally ill person could use MORE money up front, while she stabilizes her life, and then it could be gradually taken away as she undergoes treatment and improves.
    The problem is that this would cost MORE in the short-term; any savings would only be realized long-term.

    The US government is lousy at spending money short-term to save long-term. This is because the US voters demand low taxes, NOW. We don't want to hear that there's no free lunch; there comes a point where we get what we pay for. And we're past that point.
