    But historically, they haven't exercised that right in midterms. Turnout actually increased between 2006 and 2010, and 2010 turnout was abysmal.

    Maybe a competitive race will jolt the community into action. I don't know. But I'm thinking we're going to have to rely on an outsized share of whites to carry us over.

      and not just rely on it.  2014 is the year for it as far as black turnout in the South.

      And blacks have turned out when they felt attacked.  1998 is a great example, they took Clinton's impeachment personally, and turned out in big numbers.  It was the big reason why won Senate races in the Carolinas and Governorships in Georgia, South Carolina, and Alabama that year.  The two races that David Duke ran in Louisiana resulted in huge black turnout.  Chris McDaniel and his voter intimidation is a direct attack on African Americans.
