Bill has been active in New York State politics for a long time -- he was working for his father (Howard Samuels) when he organized a floor fight in the state convention to become the Democratic nominee for Lt-Gov some years ago.  This was before New York had primaries.  The Democratic ticket eventually lost to Nelson Rockefeller in 1962 but Bill has a long history of pushing New York politics in the progressive direction.

He also has upstate credentials -- he grew up near Rochester.  He is also much more popular than Cuomo in the liberal enclaves in New York -- except if you're in the real estate development business and you need to do business with the state government.

The LG also could have some independent power as the presiding officer of the New York State senate.  Control of the state senate could come down to the last vote.

I have dealt with Samuels several times over the past few cycles, and he quickly reveals himself to be an egotist only in these crusades for himself. He won't be able to hide what a jerk he is over the whole course of a campaign.
