    Suppose the government of Panama were to blow up the home of Luis Posada Carriles, incidentally killing several of his family and also killing and injuring some others who happen to have been nearby in the street.

    Would he consider that a lawful exercise of national power and let it go at that? I suspect not. And if not, he doesn't really believe that our exceptionalism doesn't amount to "our ability to flout international norms and the rule of law."
