    The key is we have to get started...if we wait until the perfect bill/regulation gets put in place, then we've lost.

    The best description I've read on this is from David Roberts, written (I think) during the arguements about how steep the cuts needed to be in the 2009 cap and trade bill.  I'll paraphrase

    It's like you're planning a road trip with a friend.  You have 2 weeks to go across country and back.  The problem is neither of you will get in the car until you agree on where to eat lunch when you get to the other side.   Time's wasting and you're arguing about some future meal!?  Get in the f'n car and figure it out on the way!
    Yes we need to cut more.  So get in the car and let's talk about it.
