    because those are going to be the first to be shut down and they otherwise might have been able to hold out for a decade or more of additional service (and profit).
    The reality seems to be that the EPA only took into account coal plant shutdowns that had already been announced.

      ...shutdowns were announced in anticipation that the rules would make them uneconomic.

        states that have been somewhat proactive in reducing emissions have been hammered to an extent that really regressive states have avoided. If what you are saying is true.
