    We had a "blanket" primary system, where voters were given a regular-looking primary ballot, but were able to change parties for each race in the voting booth - an "open primary" on steroids. That was struck down, so we switched to a regular open primary, which voters hated, even though most folks were voting by mail then; blackening a circle marked R or D, in private without identifying their choice individually in any way, before selecting candidates in their chosen party was too ... restrictive for them, much angst ensuing over that circle. So ... we have Top Two, which old time native Washingtonians prefer to the "anguish" of "identifying" with a party, in any form.
