    I believe he does, although I'm not sure if he can use it on  the anti-Medicaid amendment in question.

      He may send legislation back to the legislature with recommendations and amendments. The legislature must either approve the changes by a majority in each house, or override the veto with a two-thirds majority in each house.
      Most likely neither of those will happen, at which point I believe the bill just dies. So, using a line-item veto on the Medicaid block is effectively just a veto.

      Of course, it gives the politics another go-round, and that could be favorable since it'd be centered on Medicaid.
