    The first is a man, who was seen on surveillance tapes at Luton station, located outside of London, as he bid farewell to the four bombers the morning of the attacks.

    They're looking for someone who was filmed with the bombers last week. They've only been looking for him since they saw that particular bit of video. Which may have been only 3 days ago. So, no, they didn't necessarily pick him up last year. At this moment, they don't know who he is. Otherwise, they wouldn't be referring to him as "a man".

    The other is Magdy El Nashar, an Egyptian chemist...

    He might just be one of the thousands of muslims (and general Bad People) who've been profiled. Explosions are all about chemistry. Brown people set off bombs and his name is one of many that come up. Again, there's no reason to think that he's been wanted since the laptop was analyzed.
