    to serve as an example of what happens to the non-compliant. Who better to pick on than a person that's either physically or mentally handicapped. Abusing such a person not only carries more weight but it likely to be consequence-free.
    Having charges dismissed is such a relief, the abused tend not to follow up. That's a mistake. It sends the message that abusive behavior can be gotten away with.
    As a society, we have to determine that abuse is not to be tolerated. Not only does abuse often escalate to a permanent deprivation of rights; the victim of abuse experiences more injury for a longer period of time than the victim of murder. From the perspective of the victim, between abuse and murder, the latter is the lesser of two evils. From the perspective of the culture of obedience, abuse is the lesser evil because the victim survives to be abused by the authorities.
    There's a reason rapes, for example, are not effectively dealt with. In the culture of obedience, such abuse is an insult to the state, which is itself geared towards depriving individuals of rights.
