Supported the South in the run-up to the Civil War, allowed the South to seize large amounts of materiel that could have been moved or destroyed.

Andrew Johnson (but one could argue about party affiliation)--primarily responsible for the failure of Reconstruction, with the 1876 compromise playing a supporting role.

Warren G. Harding. The only president who could give W a contest for most ignorant, and the most corrupt administration.

But I still like Andy Jackson as worst for about 5 reasons. (Trail of Tears, replacing the Second Bank by patronage local banks, defying the Supreme Court, validation of anti-intellectual sentiment in the country, serious racism). BTW, for an interesting comparison, look at Vice-President (though not his) Richard Mentor Johnson.
