    Primarily on the South Side--a primarily black area--there is a breakdown of social order.  Highly fractionalized gangs fight over drug money and turf. That area's population is poor, but what job program or private business could succeed in a gang infested environment?  A complicated problem like this means no single factor solutions are going to succeed.

    That said--and I am speaking as a flaming liberal on economic and social issues--in the face of this breakdown of social order, I think a period of martial law on the South Side could bring stability, if there were other efforts to improve the South Side that came in along side it.

    Yeah, I don't live there. So easy for me to say.  A massive neighborhood militia--folks who live there--would be better than the Guard, and would take time and money to implement.  I suspect the cops know very well who the current generation of gang leaders are and suspension of habeas corpus could--being pragmatic here--break the gangs temporarily.  Everything is just a temporary fix unless a long term approach to bringing jobs to the community is part of the solution.  I would throw in higher minimum wage throughout the entire city into that mix.

    My wife works with impoverished kids who are trying to find jobs to make their lives better.  They are often first in their generation trying to get to college, and she gets first hand stories of how hard that environment is to escape, and these kids are swimming against the tide to try to escape it.

    Like I said, it's a complex problem.  The free market is not going to solve it.  Doing nothing is not going to solve it.
