    murder "rates" from Chicago magazine.  Deep and well-researched.

     

    “We are clearly having an impact on the homicides,” Emanuel told reporters on April 1. He declared that the number of murders in the first quarter of 2013 was lower than in any other first quarter in the past 50 years.

    The mayor didn’t mention that the department’s own records show that Chicago had the exact same number of homicides in the first three months of 2009 as it did in the first three months of 2013. Nor did he remind his audience that Chicago’s population has shrunk by nearly 1 million people since 1960. Look at murder rates—homicides per 100,000 people—and you get 15 today. That rate is one-third higher than in 1960. And it’s nearly four times New York City’s current rate.

    Lengthy, but definitely worth the read.  It suggests, I think, that there's the same sort of problem that we saw with the VA -- a focus on producing good looking numbers, rather than focusing on the actual problem.
