    This has been going on for decades. Surely, Germany (West Germany and the new, unified country) has known about it or, at least, suspected it. The new revelations suggest that Germany has a stepped up effort to ferret out US spies.

    So, this doesn't really say that the US is doing something new or especially controversial in the normal course of our relationship with Germany. What it does say is that Germany's leadership now finds it politically valuable to put some distance from the US. That is a troubling development and, ironically. it validates US' concerns that motivate such espionage.

      If a German politician had come out ten years ago and told the public that the US was spying on everyone in Germany then I imagine that it would go over very differently than having the evidence released by Snowden out in the public.

      Certainly, politicians will always act in self interested ways to some extent, but in a democracy the will of the people should have some weight and the German people seem to be firmly against this. So, as it sometimes does, the expedient act happens to be one that conforms with the will of the people.

      That might be the case if we only did surveillance on Germany in this manner. Since we do this with every country this is just wrong. Every country is going to deal with these revelations in a way that is politically expedient, including the countries that pretend to be fine with it.
