    Actually, they'd show just the last two months, where it's pretty much flattened out at 13.4 percent.

      Of course the uninsured percentage flattened out. ACA went into effect and people had a certain period to enroll if they were uninsured. Once the enrollment period ended the rate would be relatively level (if no major problems developed to cause large numbers of people to lose their insurance). Hopefully, next year when the enrollment period opens the rate will drop again. But when people cannot enroll the rate would be relatively level. The problem would be if the rate went up dramatically when people cannot enroll.
