    CHATTANOOGA, Tenn. – In a move that's unusual but not unprecedented, the United Auto Workers union has sidestepped its loss in a worker vote in February and created a local union to represent workers at the Volkswagen plant in Tennessee.

    And what's surprising, considering decades of fierce anti-union efforts from the other foreign transplant automakers in the South, this time the union had the tacit approval of Volkswagen itself.

    Also, VW just announced this morning that they would build the SUV that was at the center of this drama at the Chattanooga plant.

      Considering there were rumors of VW closing the plant due to that vote against union representation, I wouldn't be surprised to find some back-room deal that allowed the Union in order to keep the plant open.

      But VW, being a German corporation, is required to have union representation, at least in Germany.  The Union has a say in the ownership and running of the company, not just in the needs of the workforce.  

      I don't know whether a union presence is required in factories outside the borders of their home country.
