    Will not "shop around" much because they are far too busy earning a living and doing things to save money to spend much time wading through all the details of insurance plans.

    Remember, the lower income people are usually working more hours, with more responsibilities, than higher earning people, because they have to. They can't afford to pay others to help them with child care, shopping, or a myriad of things that is necessary in our daily lives, so they are doing it all themselves.

    Bet they are even working on their own cars, if they have them, and doing their own home repairs, if they have a home, to save money. That can take up a lot of time!

    I bet they will find a plan that works for them, and will likely stick with it unless it really turns bad with changes done by the insurance corporation.
