    It was mainly designed to ensure American Indians would not be affected by the whims of Congress.  Any religious belief is protected from federal regs/laws that can not be accomplished without deference to beliefs of those affected by the bill.  It  is ingenious in its wording.

      Do you think you can make it better in a way that will not be unconstitutional?

      Here's a potential danger:

      An act that protects Indian religious beliefs but doesn't protect Christian beliefs sounds an awful lot like establishment.
