    Obviously, governors mobilize the National Guard to help out when there is a disaster like flooding or forest fires.

    But there must be limits. A governor can't mobilize the National Guard in order to launch an attack on a neighboring state, for example.

    Wouldn't this be considered an immigration issue? That would be federal, I would have thought.
