  •  Actually, Central American nations were reporting (18+ / 0-)

increased refugees from Honduras, Guatemala, and El Salvador in 2012, two and a half years ago.

Reports of increasing numbers of child migrants were delivered to the administration two years ago and were repeated since then.

This is not a "no one anticipated."  It is a "no one acted on the information they had."

    from above link:

Nearly a year before President Obama declared a humanitarian crisis on the border, a team of experts arrived at the Fort Brown patrol station in Brownsville, Tex., and discovered a makeshift transportation depot for a deluge of foreign children.
    ....

But top officials at the White House and the State Department had been warned repeatedly of the potential for a further explosion in the number of migrant children since the crisis began escalating two years ago, according to former federal officials and others familiar with internal discussions. The White House was directly involved in efforts in early 2012 to care for the children when it helped negotiate a temporary shelter at Lackland Air Force Base in San Antonio.
    ....

“I don’t think they ignored this on purpose, but they didn’t know what to do,” said Michelle Brané, director of migrant rights at the Women’s Refugee Commission, which published a 2012 report highlighting the influx of minors. “For whatever reason, there was hesitation to address the root causes. I think the administration was dealing with it at a minimal scale, putting a Band-Aid on something they should have been thinking about holistically.”

    •  It's always Obama's fault (6+ / 0-)

while congress does nothing. If the Administration knew about it then congress did too and has had every opportunity during the past two years to come up with solutions. The fact they can't even pass any type of immigration reform now proves they are not interested in resolving the crisis but instead intentionally planned to allow the situation to worsen so they could use it as a campaign issue. They are a craven and disgusting political party and they're purposefully destroying this great nation at every turn.

      •  DHS and DHHS are both administrative (6+ / 0-)

departments reporting to the executive branch. If adjustments in procedures and facilities expansions were necessary, those were identified to the administration quite awhile back.

Of course Congress deserves great blame. They have failed to clean up our enormous clutter of immigration laws and failed to fund existing agencies (although Homeland Security gets a huge boatload of money every year anyway).

But these kids don't have to be held in lock-up.  They can and should be reunited with their family members in the USA.  The barrier to that is all under the control of the executive branch of government.  The decision to hold the kids rests with the executive branch and the president has the ability to control those decisions as well as his own appointees.

Despite the known mess in Central America I still believe that the numbers overwhelmed them. But even if they anticipated it we all know that the only way anything gets done is when we are in a total crisis and only then will Congress act. Maybe if we are lucky. IMO the Pres had to force a crisis.

      •  P.S. no disagreement at all about the damage (5+ / 0-)

the Republican Party, Tea Party and RW noise machine are doing to the entire country.

We're in an awful awful mess and it is getting worse. And that is 95% the Republicans' fault.
