    Here's the fact that often overlooked: even if all the people in prison on drug offenses were released, the US will still have the highest incarceration rate in the world.

      "realignment" is shift the sentences to the local jails.  Now people are getting multi-year sentences in the local jails.  Experienced consumers of the "justice" system have told me that they would rather be in prison.
