    Central America, thusly: Provide your people with a working economy and jobs, and provide them with security rather than the hopeless rule of gangs. End corruption in your government.  Do all of that, and we will reward you with foreign aid.  Don't do it, and we will abandon you.

    Putting the fun back in dysfunctional.

      Yout advice should be directed to the USA. We are guilty of all those problems our selves. How can you expect a third world country to do things that we can't do our selves?

      Costa Rica made it into the quarterfinals of the World Cup.  (Better than Mexico and the US)

      It is attracting retirees from the US.

      It has a booming tourist industry.  Go to funjet or some place like that and see how much it costs.  Someone there is making money.

      If you can institute rule of law and abolish or at least reign in the military; your Central American country will be as prosperous as Costa Rica.

      Actually we trained most of the people in control of these governments at the "School of the Americas" in North Carolina where we train all their military.  Of course we provide the weapons the gangs use and the money they get from selling drugs in the US.

      We screwed these countries up.  

      You don't see huge numbers of Children coming from Nicaragua, which we weren't able to take over or Coast Rica which refuses to have an army.  It is the places we control which are sending refugees North.
