    In any meaningful sense.  PETA knows if anyone takes it, it'll be from desperation.  It's an exercise of power and control.  Instead of convincing people to try veganism, they are saying they know best and aren't above exploitation to achieve it.  It's not armed robbery, but it's not mutually beneficial exchange, and it's motivated in spite of, not because of, the situation facing Detroit residents.  It does nothing to solve the structural problems, and in fact makes those worse, because the very terms of the offer rob Detroiters of their dignity.  Poor people must not know what's best for them, is the reasoning behind this "offer."  Treating this as beneficence is literally the same argument the British used in India.  

    Difficult, difficult, lemon difficult.
