       Evacuate the West Bank settlements and turn administration of the area over to a democratically elected Palestinian government. The Palestinian "bulge" into pre-1967 Israel could be considered Palestinian territory but militarily controlled by international troops. Restore the pre 1967 borders.
         Build a highway and rail line (probably through Egypt) connecting the West Bank and Gaza. Allow Gaza to re-engage with the outside world and with its neighbor, Israel.
       Israel gives up control of water and mineral resources in Palestinian territory.
         Establish a fund to compensate Palestinians whose land and homes have been stolen from them or destroyed by Israel.
         Both sides pledge never to wage war against each other.

         See the difficulty? Since the Palestinians are completely under Israel's thumb, the only thing they have to offer is a cessation of the (so far, completely ineffective) struggle against Israel.
         But since Palestinian warfare is so ineffectual, Israel doesn't care enough about it too negotiate it away.
         People don't like to negotiate from weakness, but it is almost impossible for the dominant party to negotiate from strength.
