    don't apply to someone who received their social security number prior to (I believe) 2004.  Furthermore, some of the photo documents that the Social Security agency accepts as proof of a child's identity are not acceptable under the racist voter ID laws enacted in several states.  So someone can still get a social security card and a job without having a government issued photo ID.
