    words which all dictionaries describe as synonyms is 'how so'.

      have the same exact meanings, it means that in certain circumstances, in specific contexts, they can be used interchangeably. Here, for example is the word dark and the synonyms listed for its first definition:

      dark
      därk/
      adjective
      adjective: dark; comparative adjective: darker; superlative adjective: darkest

          with little or no light.
          "it's too dark to see much"
          synonyms:    black, pitch-black, jet-black, inky;
          unlit, unilluminated, underlit;
          starless, moonless;
          dingy, gloomy, dusky, shadowy, shady;

      Does dark mean the same thing as black, the same as dingy, moonless? Perhaps under certain circumstances, but the words are not equivalent to one another in general.

      The same is true regarding rule versus govern. They can be used interchangeably in some circumstances, but each carries its own connotation.

        would have used matching blockquotes of the definitions for "govern" and "rule" from the same dictionary. I won't embarrass you by doing that here; perhaps you already discovered that such a comparison would prove my point rather than yours.

          what matters, particularly in regards to connotations ... examples from searching [distinction between rule and govern]

          According to answers.com there is really no difference. They are actually used to define one another.

          In a purely connotational sense the word "ruling" makes me think more along the lines of controlling people whereas "governing" would seem to refer to guiding people.

          Rule means to control or direct; exercise dominating power, authority, or influence over. Govern means to exercise a directing or restraining influence over; guide. The difference between rule in govern is that ruling over someone is totalitarian; there are no exceptions and no rights. Like the definition says, govern means to guide. The leaders are writing laws to help the people, not control every aspect of their lives. It is ideal for a country to be governed, not rules.

          Rule is authoritarian. It implies that the people have no say in the actions of the government, and that the government is not responsible to the people. The last American administration ruled America and it will take a generation to undo the damage.

          Govern is the way the American system (and others) is supposed to work, as the government derives its power from the will of the people. The government serves at the pleasure of the people, and that permission, will, or pleasure can be revoked at any time. God willing, it will come soon in America!

          What we have now is an attempt by the Tea Party Republican ‘faction’ to rule as a minority. They have little interest in governing, if the difference between ruling and governing implies a requirement for political compromise.

          There is a difference between “rule” and “govern”. Only despots rule .Humility is a hallmark of great democrats. Arrogance and ungratefulness brought by the ANC down in the Western Cape and they can bring the ANC down elsewhere as well.

            offered as evidence of the accuracy of your position, I was being kind in maintaining a tactful silence. You began by posting this from Answers dot com,

            and then posted an explanation from Answer Bag for a dictionary challenge and your link to dictionary dot com doesn't show anything but their start page. Your entire comment illustrates that you think connotations trump definitions. Pathetic.

            In short, you deepened and worsened everyone's impression of your utter ineptness with language. It was such a pathetic comment that I actually felt sorry for you, realizing that you actually believed the barf you posted. And you want an apology. OK, here goes:
            I deeply and sincerely apologize to the AUTHOR of this DIARY for engaging in a stupid high-jack with someone who doesn't understand either logic or definitions.
            That ought to fix it.
