    Not grand larceny much less armed robbery.  Shooting him while fleeing is not justified let alone shooting him while he was surrendering.  That is deprivation of life without due process and under color of law for racial reasons.  This will lead to federal charges.

    Don't bet your future on 97% of climate scientists being wrong. Take action on climate now!

      The police will have a hard time making a case even if they found out Brown was guilty of stealing the cigars (which is a big if).   What are they going to say, "If we'd let him get away, he might've gone on to steal cupcakes"?  

      And when you add on that he was surrendering on top of it all, the cops have no case whatsoever.
