      They get paid to help them and then they get paid to stop helping/fight against them.

      Do you want to see this system continue?

      If so, why and for how long?

        that they won't fight ISIS.
        Since the Sunnis did before (when they were called al-Qaeda in Iraq), and there is proof that they are chafing under them now, the burden is on you to prove that the agreement won't work again.

         The other option is a continuation of the current situation - bombing Iraq for the third decade, the question you must answer is:
        Do you want to see this continue for another decade, rather than trying something that actually worked once?

          I ask a question based on years of observation. And you so far have not answered the question.

          As you have brought up continuation, do you think it is a good idea to pay off Sunni tribes again to stop doing something which they very possibly are doing just so that they will be paid off again?

          To paraphrase you - it has actually worked for them more than once in the past.

            nothing but a bunch of mercenaries. I think that is the wrong assumption.

              I'm not saying that paying them off is the End Game.
            I'm merely pointing out that buying the Sunnis can achieve a very important goal.

        We are loooonnnggg past the point of moralizing about Iraq. That is so last decade.
          We've killed probably half a million Iraqis and left the nation at the point of complete collapse. At this point success would be anything other than the worst possible scenario.
          And right now, the worst possible scenario is likely. Targeted bombing of Iraq will do nothing but make things worse in the long run.
          We need an "win", and we need it now.
