    if law enforcement was forced to be polite, respectful, law-abiding, ethical, and most of all, smart and effective? Crime would go down 90% and people who like cops instead of fearing and hating them.

        and they do hire for intelligence, but I'm guessing for the detective and admin track, not for beat cops who end up being the enforcers.

        •  Dismissed for 'not being aggressive' (5+ / 0-)

          I worked with an FBI agent who was well regarded both for her intellect and ability to relate to people. Flew through training classes at or near the top. She was  an excellent student, superior agent and I endorsed her application with a So-Cal PD. (She moved with her husband and was not able to get reassignment)

          In less than a year, she was getting glowing reviews from public sources as well as fellow officers but was not selected for permanent retention because the Chief regarded her many peer review comments of 'resolving conflicts' and 'ability to deflect dangerous situations' for THIS (his exact words) "She is not being aggressive enough for this community." At the time it was heavily asian, black, hispanic and a very rapidly decreasing number of WHITE people. The Chief was then and still is WHITE.

          Less than a month later, she went to work with a university. Got better pay, more respect and probably made an enormous impact with a career which went 13 more years,,, as she would have, in the city where she wasn't retained.

          You see that a lot with the SMARTest rookie cops and that's a reason you get the bullies staying on!

            First order of business is to fire, reassign, demote or push to early retirement all the bad PD chiefs across the country who mistake thuggishness for effective and ethical policing. All the more so with those who are racist too.
