    It costs money to drive a car. Yet, in many areas, there is no public transportation to get workers to jobs. People end up driving cars they can't afford to insure and maintain. They can't afford to get insurance or fix a broken taillight. Then they get tickets for not doing these things, which they also can't afford. But if they have no car, they have no job.
