    Back when The Chesapeake Bay was full of oysters and other fisheries, stealing was common, especially from state owned oyster beds. A police force was set up to patrol the waterways of the bay and over time expanded to cover other natural resources in Maryland.

    We may not have to worry as much from watermen stealing oysters (thanks to a myriad of issues) but illegal dumping is common.
