With any tool you have to know what tool to use , when to use it and when not to use it and if the person asking for the tools has the maturity and the common sense to know when not to use the tool .

The Ferguson police, with it's history of abuse shouldn't have been trusted with bb guns much less military weaponry. They abused what they  already had and that should have been taken into consideration when they asked for this gear. The best response to peaceful protestors would have been bicycle cops not armored vehicles.

I could see using this gear against "sovereign citizens" since they are usually heavily armed and looking to shoot . In fact Bundy and his ilk may be the reason Reid supports this.

The trick with this though is making sure that people who don't know when NOT to use something don't get the gear. For instance I have an emergency hammer in my car, I haven't used it because there is no reason yet to break a car window or cut the seatbelt. So yes you can give someone a tool and expect them not to use them because they should only use them in the right circumstances.

Giving these studly Rambo wannabees assault rifles and armored vehicles and expecting them not to go all SWAT on jaywalking and spitting on the sidewalk is like giving a little kid a Playstation for Christmas and telling him to not even turn it on.

There are no domestic circumstances that justify this gear being available to low-level law enforcement.

process at all for who got the gear . Did they just give it to anyone who asked for it? Giving it to a set of cops who don't have the training or sense to know not to point guns at people is like giving a assault rifle to a 5 year old. It never ends well.
