    From this, albeit old, report it would appear that New York is a very high risk place for fatal heart attacks. I have at the back of my mind that the idea of having "public" defibrillators originated there. One of the objectives of GoodSAM is to lower the incidence and severity of long term injury to survivors so there are also quality of life issues.

    It's not only heart attacks of course - immediate help for accident or violence victims can also save lives. The most obvious cost is the maintenance of the data bases, directing the calls to "911" and verification that somebody's expertise is sufficient to become a Responder. Other than that is relies on volunteers and participants. Seems the sort of thing the local administration (Mayor's office) could pay to get up and running.
