    Shuttle program because it had the merit of working and was tested.  Sure, it got augmented a lot, but at it's core the Shuttle software was the Apollo software.

    Starting over means that you have to debug everything again, and the larger the code base is, the more bugs you have.  Exponentially.

    So how do you 'clean code' without introducing new bugs?
