    There was,is, and never will be an excuse for that vote. What the congress, both republicans and democrats, did was abrograte their constitutional mandate to be the body that declares war. The cowards gave the power to declare war to a single man because they didn't want the responsibility. The fathers of the constitution knew that to give the authority to declare war to a single person was idiocy and specifically made it difficult to go to war. There is no excuse for that vote. The only apology that might work is: I am sorry. I spat on the constitution of this United States. I abrogated my responsibility as an elected official of this country and turned my back on the American people, because I was afraid of having to make a decision. No excuses of "I was lied to", "I honestly thought we were in danger", "I did it to protect our country" will work.
