    And I'd like to mention, here at the end, for whatever value it might have, that throwing money out the windows of a moving car isn't new.

    In postwar Germany, GIs put survivors to work, forcibly, at the point of their rifles, to clean up bomb debris.  I don't know what they were paid or how much it cost.  Idea was to pump prime the economy, get money moving around.

    After the LA earthquake, FEMA sent a check for $1000 to every household in affected ZIP codes.  No questions asked.  No documentation.
    Again it was to get the ball rolling after a massive economic interruption.

    Sometimes timeliness in these kinds of things is more important han precision.  

    Not trying to defend anything.  Haven't come to a conclusion about this myself, but thought you might be interested.
