    Company towns.  Let me explain...

    This is fairly unique in the American experience that we have a whole CITY that's displaced.  The residents aren't just displaced from their home, they're displaced from their basic structures of living.

    So we recreate them somewhere else.

    Right now the only thing that can be done in NO is the reconstruction itself.  That's going to provide jobs for many of the former residents- those people who worked construction, utilities and the like.  But what about everyone else?

    Spread them out to a few major refugee centers, and use relief funds to transform those refugee centers into functioning company towns- where the company is  in the business of putting life back together.

    A refugee center will need stores.  Those stores will need clerks and stockers.  A refugee center will need filling stations.  Those filling stations will need attendants.  A refugee center will need people to wash clothes, cook meals, give loans, write contracts, and every other facet of American economic activity.

    The main drawback of this?  We have to perusuade people to settle as densely (or more so) than they were in NO, set up their lives, and then move back.  That means making use of existing infrastructure like closed military bases, and lots of inventive ideas like that.

    •  A giant refugee camp will have to be set up (none)
      TOMORROW. The superdome must be emptied, it is a breeding ground for disease right now. There is no sewage or running water. Toilets do not flush.

      Get the homeless people sheltered, fed and cared for immediately.

      Plans for reconstructing New Orleans, before bringing in the Army Corp of Engineers, consultation must include environmental experts and climate experts.

      I don't see the water in the 'City in the Bowl' receding and I don't see how 15 more feet of water can be pumped out. The pumps are out of commission.

      Rebuild? on what? Plans for a new re-located New Orleans should begin.
