    The problem there is the cargo's gotta land somewhere.

    Airdrops inside a city when it's dry would be nail-biting enough. But perhaps at the airport, from where it could be ferried by helos. That would make some sense as it would take some pressure off. I don't know how many helos they've got in there now.

    As for blimps, well, i'm not so sure there are heavy-lift airships in the US anymore. I could be wrong. Zeppelin Luftschifftechnik has begun building them again in Germany (though i think their business may have stalled). Even if there was one moored in the area, it would've been in the path of the storm.
