  •  Well, Dennis Hastert (none)
was describing a redevelopment very much as you describe without the part about having to remove or kill the too inconvenient people who lived there before Katrina.

It's not too big a stretch.

And what do you want to bet that Bechtel or Halliburton will be paid by the Fed gov to do the levelling and rebuilding?

But I can't bring myself to believe that they would deliberately kill that many people on purpose.

I hope it's just terminal incompetence.

    •  Halliburton has the contract (none)
      already--article in Houston Chronicle
      Halliburton hired for storm cleanup
The Navy has hired Houston-based Halliburton Co. to restore electric power, repair roofs and remove debris at three naval facilities in Mississippi damaged by Hurricane Katrina.
      diaried here: What a Surprise
Halliburton had hired Joe Allbaugh (Bush's campaign mangager in 2000) to lobby for them
In March, the former director of the Federal Emergency Management Agency (FEMA), which is tasked with responding to hurricane disasters, became a lobbyist for KBR. Joe Allbaugh was director of FEMA during the first two years of the Bush administration.

      •  Most poor people rent (none)
If they have to leave their homes for a long period of time, they are very likely to start renting a place somewhere else.  Having a chance to clean slate NO, a prime oceanfront location, and rebuild it with sparkling new living spaces that are out of financial reach of the poor (a new jewel of the South) would be a very powerful motive to make sure that the poor vacated.  I assume the neocon mind is fully capable of this line of reasoning and justification.

While this might fit the facts we know, many other theories do, too.  I, myself, am for the extreme incompetence leavened with governmental agencies being shrunk to death explanation.
