    The Red Cross were told where to set up. That coordination actually should have come from FEMA.

    The statement doesn't say they were turned away by the National Guard. That is the Rove version. It is worded differently. They were told to set up in the shelters outside the city and not in the city.

    There is nothing wrong with that. Since there was no power or water in the city, what exactly would they do? And the military was supposed to be bringing in relief and helping move the victims out. Had that happenned everything would have worked.
