    This is another attempt by the Republicans to limit debate.  Don't discuss past failures, don't figure out what went wrong, don't figure out how we could do this better.  Don't let the press take pictures of dead bodies to remind us why we should take more than a few minutes.  

    The initial $10.5 billion Emergency Supplemental Appropriations Bill for Hurricane Katrina was sent to the floor under a Republican-created rule limiting debate to five minutes per side.  Five minutes.  That's less than one minute per billion dollars spent.

    The next bill is to provide $50 billion of relief for Hurricane Katrina and is to come to the floor under a rule that provides for 2 hours of debate, one hour per side.  No amendments permitted.  

    Is this any way to govern a country?
