    just a civil rights issue.  Mayor Nagin's mandatory evacuation order was and still is in effect. If the Gretna Police were prohibiting people from evacuating and people died as a result, they should held accountable.

      Yeah, we got a lawyer in here? Was the evacuation order a state statute? What's the jurisdiction?

        So it was a state issued order. Cities serve as the  pleasure of the state and state statue superceeds city statue.

        So it appears Grenta has violated an order from their state executive. What's the LA Attorney General gonna do about it?

          the governor did not issue a directive keeping the foot traffic out of Gretna, then the Gretna police involved should be arrested.

          I'm still puzzled by the account of the people who got past the blockade by having the mayor of Gretna place a phone call to the governor and getting clearance to let them through. Did the governor still not know about the blockade?

            That road is either a federal or state thoroughfare. Not a city street. The city police had NO jurisdiction. I can't believe they could look at the crowd of thirsty, starving American citizens, and decide to throw them to the wolves.
