    At statehood Alaska was granted a 90/10 split on royalties on oil development on federal land. That was because unlike most states the feds retained control of over 90% of the land at statehood. And still have title to more than half. Don't know off hand the number. When talk of opening the Arctic National Wildlife Refuge ( I refuse to call it ANWR, Ted Stevens made that up. It is the Refuge) started heating up Congress changed the split to 50/50. The State sued and lost all the way to the SCOTUS. We claimed that the congress could not arbitrarily change the statehood compact.
