    This goes beyond voting one way or another.

    To make a formal announcement is to work for others to vote with him on this confirmation. It is an attempt to build momentum and garner praise from papers back home.

    It's a vote he's proud of, and thinks others will approve of.

    The fact that this is an announcement he chose to make says more than the vote. There are strategic reasons to vote for/against in a situation where the outcome is so predictable. I wouldn't look at any vote that way, but many in congress do. And not all idiots.

    It's the announcement, stupid.  Who gains from this?
